I would take it as a personal badge of honor if you would turn me into the White House as "fishy". If it helps, I have had fish in the past, I have been fishing (although not ice fishing) and if you squint, I look kinda like one. According to Whitehouse.gov, they only want to report on things that talk about health insurance reform as quoted below:
If you get an email or see something on the web about health insurance reform that seems fishy, send it to flag@whitehouse.gov.

Now I will say it; This bill is a piece of crap. It smells like dead fish. I would not even use it to wrap dead fish. This bill is so bad that it wants to be called Ted instead of Bill. This bill is so bad it even Congress won't read it. This bill is so bad Congress had to leave town for a Month. This bill is so bad I can't even come up with any more lame jokes.
There, that should be enough to be reported shoudn't it?
In the meantime, read the piece of crap, learn everything you can about and help to defeat it. Write your Congressman and go to the league of American Voters and donate to their ad campaign. A small donation now will hurt a lot less than the healthcare you will get (or not get) in future if this stinker passes.
